Butler and Rich Hill Routes
Butler publishes a Municipal Division at 22 West Ohio and a court phone at 660-679-6465. Its materials explain ticket payment, failure-to-appear handling, municipal rights, and trial-de-novo timing, but the reviewed site did not offer a live public warrant search. Call with the citation or case number and ask whether an appearance is mandatory.
Rich Hill is different. Its official relocation ordinance placed municipal court and records at the Bates County Circuit Courthouse. The city’s official ordinance page documents that move.

City Hall can help route a question, but the courthouse holds the municipal record described by the ordinance.
Smaller City Court Questions
No current dedicated municipal-court portal was found for Adrian, Hume, or the Bates County part of Drexel. Ask the city clerk which division presently holds the citation before relying on historical directories. Drexel spans Bates and Cass counties, so the address of the event and the court printed on the ticket are especially important.
Missouri law permits municipal process to be directed to city officers or the county Sheriff. That explains why both law enforcement contacts may be relevant, even though the issuing court still decides recall, bond, payment, and appearance questions.
Municipal Custody Safeguards
Missouri law sets prompt-hearing expectations for people held on municipal violations and limits confinement used merely to force payment. Courts also have duties concerning ability to pay and may consider waiver, reduction, or another lawful arrangement in qualifying circumstances. Those protections do not erase the citation. A person should ask the municipal division for the hearing procedure, required appearance, and written result rather than assume a city fine can always be paid remotely. Keep the citation because it identifies the city and court, division, charge, and scheduled response date, and issuing police or sheriff agency.
